If the reading is near 18 amps, the contact points are not open, and the adjustment screw should be turned counterclockwise to open the points and lower the amperage until you reach the proper level. If the horn still doesn't sound, the problem could be in the switch, relay, wiring, or open points. To remove the horn, disconnect the electrical connector, the bracket bolt should be removed, and take the horn out of the engine compartment.
