The upper column cover can be removed simply by lifting it from its clips (Pry up the upper steering column cover). On all models except HHR models, there are two lower column covers. Remove the screws and remove the left lower cover first, then the right (Remove the steering column lower cover mounting screws). The lower cover on HHR models is one solid piece. Installation is the reverse of the removal procedure.
