On 1999 DeVilles, the turn signals and hazard flashers are controlled by two separate flasher units, located under the dash near the steering column and left kick panel. On all Sevilles and 2000 through 2005 DeVilles, the flashers have been combined into one unit, located under the dash by the steering column. 2006 and later vehicles do not use a turn signal relay; the BCM controls the turn signal function by pulsing the voltage to the right or left turn signal lamps after sensing the position of the turn signal multi function switch. When the flasher unit is functioning properly, an audible click can be heard during its operation. If the turn signals fail on one side or the other and the flasher unit does not make its characteristic clicking sound (early models), or if a bulb on one side of the vehicle flashes much faster than normal but the bulb at the other end of the vehicle (on the same side) doesn't light at all (later models), a faulty turn signal bulb may be indicated. If both turn signals fail to blink, the problem may be due to a blown fuse, a faulty flasher unit, a broken switch or a loose or open connection. If a quick check of the fuse box indicates that the turn signal fuse has blown, check the wiring for a short before installing a new fuse. To replace the flasher, remove the left side knee bolster and (if equipped) the close out panel and disconnect the unit(s) from the electrical connector (On later models turn signal/hazard flasher is located under the lest side of the steering column). Make sure that the replacement unit is identical to the original. Compare the old one to the new one before installing it. Installation is the reverse of removal.

Remove the turn signal/hazard flasher/turn signal switch mounting screws (two mounting screws) and remove the switch. Installation is the reverse of removal.

When the flasher unit is functioning properly, an audible click can be heard during its operation. If the turn signal indicator on one side of the vehicle flashes much more rapidly than normal, a faulty turn signal bulb is indicated. If both turn signals fail to blink, the problem may be due to a blown fuse, a faulty flasher unit, a broken switch or a loose or open connection. If a quick check of the fuse box indicates that the turn signal fuse has blown, check the wiring for a short before installing a new fuse. The type of combination flasher unit used on these models have complex internal circuitry, and can't be tested using standard electrical test equipment. Test the circuitry before replacing the flasher with a known-good unit. To remove the flasher/emergency flasher switch, remove the center instrument panel trim bezel. Disconnect the electrical connector, then disengage the tabs or remove the fasteners, as applicable, and pull the flasher/switch out through the front of the trim bezel. Installation is the reverse of removal. For the 2007 and later models, there is no turn signal and hazard flasher relay or module. This function is handled by the Body Control Module (BCM). If a bulb on one side of the vehicle flashes much faster than normal but the bulb at the other end of the vehicle (on the same side) doesn't light at all, the bulb that doesn't flash is probably faulty. Replace the bulb. If both the left and right front or rear turn signal bulbs are not flashing, the turn signal and hazard flasher relay function in the BCM is probably defective. Have the BCM replaced by a dealer service department or other repair facility equipped with the proper tool. This is not a job that you can do at home because the BCM must be programmed with a factory scan tool when it's replaced.
